During her 42 year career in the Binghamton City School District, Foley taught literally thousands of students.
She's also one of the founding members of the Rod Serling Memorial Foundation.
Three years ago, she died of cancer.
She's remembered as a distinguished teacher of the arts.
"People remember her because she could be very strict and loving at the same time," says John Lannon of the Rod Serling Memorial Foundation.
The plaque honoring Foley features artwork from Cyrena Summers who's a retired elementary school art teacher.
Foley was also a teacher of Rod Serling, creator of the Twilight Zone TV show, who grew up in Binghamton.
