Investigators say 21 year old Joshua Clapper of Owego was babysitting his girlfriend's children on Saturday morning.
They live in an apartment at 9 Lake Street in the village.
The children's mother, Betty Kunze, was working at the Quality Inn in Apalachin.
She told investigators Clapper called her twice about her 2 year old daughter Taylor.
Once to say the child had a fever.
On the second call, Clapper told her Taylor was in more serious trouble.
"Wasn't responding, was breathing shallow, had shallow breathing. Mother suggested he bring the daughter over to her so she could take a look at her daughter herself," says Tioga County Sheriff's Investigator Dan Eiklor.
After Clapper brought the child to Kunze, she dialed 911.
Police also say the girl's body was covered in bruises.
Taylor was rushed to Wilson hospital with severe head trauma, and then transferred to Upstate Medical Center.
Clapper is charged with first degree assault and is being held in the Tioga County Jail on 50-thousand dollars cash bail, or 100-thousand dollars bond.
Investigators say more charges could follow in the case.
