Ryan appeared for a hearing in the Town of Dickinson court.
The Broome County Sheriff's office filed the harrassment charge last September, after investigating a complaint by former Democratic Candidate for Mayor Josephine Burrell.
Special Prosecutor David Butler tells Action News he reviewed all the files and interviewed witnesses.
Based on that, he recommended that the charge be dropped if Ryan stays out of trouble in the next 6 months.
"Matt's anxious to return to the business of running the city," says John Perticone, Ryan's Defense Attorney.
Burrell was one of the candidates who lost to Ryan in the democratic primary for Mayor.
She claims he screamed at her and used profanity because she met with republican candidate for Mayor, Naima Kradjian.
A statement released by Ryan's attorney says the incident was nothing more than a political discussion between two politicians.
