Owego Trustee Now Charged With Rape

Last month, 47 year old Kenneth Williams was arrested on two charges of sex abuse.
Williams was accused of sexually touching both a one year old girl, and a three year old girl, at his wife's day care center.
Carol's Little Cubby Day Care is at the couples home in Owego.
But, Tioga County District Attorney Gerald Keene says the grand jury decided to indict him on one charge of sex abuse.
The case now involves just the 3rd year old girl.
If Williams is convicted, the sentence for a charge of sex abuse is 7 years.
After Williams was charged with sexual abuse in December, Police say another child a came forward and accused him of rape.
With his attorney and wife at his side, Kenneth Williams says he's not guilty of the latest and more serious charge.
Last night, Owego Police arrested Williams on a charge of 1st degree rape, a felony
William's Attorney, Ron Benjamin, says the girl who made the accusation is now 7 years old.
He says the girl lied when she told police Williams had raped her 3 or 4 years ago in an upstairs bathroom at his home on George Street.
She also attended Carol's Little Cubby Daycare.
Williams wife, Carol, says the girl never had any problems and seemed happy there.
The last time she heard from the girl's mother was more than a year ago.
"She called me and asked me, if she needed me would I be any help to her. Because the man that she was, not sure if they just recently separated or what, but was trying to get her for child abuse of the children," says Carol WIlliams.
Benjamin says Williams is the victim of a witch hunt.
And, he claims Owego Village Police are not acting properly.
"Historically whenever any elected official has been charge with any misdemeanor in the Village of Owego, the Owego Police Department would refer that matter either to the New York State Police or the Tioga Sheriff's Department. That did not happen here," says Ron Benjamin, Williams' Attorney
Tioga County District Attorney, Gerald Keene, says there isn't any policy regarding who should investigate elected officials.
"That's not an uncommon practice for a case to be investigated by the police agency where the crime allegedly occurred was in the Village of Owego. We have an Owego police department and they're handling the complaint," says Tioga County DA Gerald Keene.
Keene says Williams should appear again in the Town of Owego court within the next two weeks.
Owego Police would not comment on their investigation of Williams, except to say that it is on-going.
Also, they cited the law involving a first degree rape charge, which includes forcible sex with someone unable to resist, or sex with someone younger than 11 years old.
Williams was arraigned on the charge Thursday and released on his own recognizance.
