Down a city alley, on a second floor, a massage parlor was running an illegal operation.
Binghamton Police learned about it from a tip.
"We were told that sexual acts were offered in addition to the massage," says Lt. David Eggleston of the Binghamton Police Department.
Elegant Relax advertised in local papers, recruiting models and promoting services.
Police discovered Elegant Relax worked out of the 2nd floor of a building in Endwell for two months.
They moved into this Binghamton building March 1st.
Police say people who called Elegant Relax for an appointment had to leave a message on an answering machine.
When they came for the appointment, they would arrive at a back door and would be instructed to ring a bell.
"We paid some attention to it and we ended up booking a massage," says Eggleston.
Lieutenant Eggleston says police busted the place while listening in as an undercover officer received a massage and was made a sexual offer.
Owners Guisseppe Parlato and Oksana Prus of Endwell were arrested for promoting prostitution.
Alison Heitner of Owego was arrested for prostitution.
Valerie Rose of Essential Hair Designs works nearby.
"I didn't know there was a massage place over there, period," says Rose.
Other people said they saw some of Elegant Relax's employees walking to work, wearing tight, revealing outfits.
"In my 23 years, this is the first time I've run across this in Binghamton," says Eggleston.
Not the first time making arrests for prostitution, but the first time those accused would be so bold to actually open a business like this.
Parlato is from Sicily and Prus is from Ukraine.
They're both in the Broome County Jail while authorities check their immigration status.
Heitner was charged with prostitution and released.
Police say it's still under investigation.
