In Cortland a 5-year-old boy with down's syndrome is found severely undernourished. Police say his body was covered in lice and he was wearing a soiled diaper. Police say they found the boy during a drug raid in an apartment. An 11-year-old and a 12-year-old found at the apartment also showed signs of malnutrition.

Police also discovered five ounces of marijuana packaged for
sale and drug processing equipment.

The children's mother, 48-year-old Judy Gratton, was arrested
and faces charges of drug possession, endangering the welfare of a
child and endangering the welfare of a physically disabled person.

Joseph Kahn, who lived at the apartment, will also face charges.
