Police Study Fugitive's Behavior To Pin Location

State Police believe Phillips is still somewhere around the Broome and Chenango County border.

For five days, he's avoided the net cast by more than 100 local, state and federal officers.

The search began after Trooper Sean Brown was shot and wounded during a traffic stop Saturday in Chemung County.

Phillips has been on the run since April when he escaped from Erie County Jail.

State Police are looking at his past patterns.

"In the past, he's tried to evade arrest and he's done it in different fashion. Sometime staying right close to the scene, sometimes getting out of the area very quickly," says Captain Eric Janis of New York State Police.

This is what State Police believe Phillips looks like now, with a shave and hair cut.

He's 43 years old, 6 feet tall, 235 pounds, with brown hair and brown eyes.

State Police believe he's armed and dangerous, and anyone who thinks they see him should call 911.
