Katherine Cusano of Greene received the 2007 Palmer Award.

United Health Services gives the award to recognize people working against substance abuse.

Cusano is Broome County's Deputy Commissioner of Mental Health.

She's established programs to help people deal with and understand chemical dependency like alcoholism.

"Make some changes in the field where I can be instrumental in that and make people understand it's not a moral issue it's a disease that people have," says Cusano.

The award is named after Dr. James Palmer who started the Detoxification Unit at Binghamton General Hospital.

Palmer passed away last year.
