54 year old Democrat Barry Klipsch.
He made the announcement here inside the Vestal Legion.
Klipsch is a statistics analyst for Health Now New York.
And has been President of Vestal Dollars For Scholars since 1995.
He also ran back in 2005, and lost to current Supervisor, Peter Andreasen.
That year, both candidates said a high priority was passing the town's Comprehensive Plan.
It's a guide, developed by town officials and residents to steer the Town into the future.
"Well, 18 months later nothing has been done with it. So I actually have a pledge I'm making to people tonight. That's still at the top of my list. I'll appoint a committee and get it started in January if I'm elected," says Klipsch.
Klipsch is headed for a rematch in November.
Andreasen, a Republican, will announce his plans to run for re-election Friday.
The winner, will serve a 4 year term.
It was extended from 2 years by a voter referendum last November.
