Senator Charles Schumer is battling with banks that slap consumers with pricey ATM fees.
Schumer says some banks are charging customers twice per transaction.
It's a practice he calls "double dipping."
And he says its happening all too often.
Schumer said 72% of banks are hitting consumers with fees when they use another banks ATM.
But they are also being charged a fee by the bank that owns that ATM.
The Democrat claims fees are up 13% since last year.
