Albany, NY (WBNG Binghamton) Governor David Paterson proposes cuts to school and health care spending.
He also included $1 billion in new fees and taxes in the proposed 2010-2011 budget.
Paterson's proposal is a $134 billion dollar spending plan.
It addresses a $7.4 billion dollar deficit.
Paterson wants to slash $1 billion dollars each from school aid, health care spending, and state agency spending.
The proposal also includes $1 billion dollars in new taxes and fees to raise revenue.
"The mistakes of the past. The squandering of surpluses. The papering over of deficits. Relying on gimmicks to finance unsustainable funding increases has led us to the breaking point," said Paterson.
He delivered the address from The Egg Center for the Performing Arts in Albany.
