Around 4 a-m, a charter bus was heading south on I-81, in New Milford Township.

State Police say the driver was trying to get off exit 219, when he hit some concrete barriers.

The driver, 37-year-old Carl Fowler, was pronounced dead at the scene.

Fowler was from Mount Morris, in western New York.

Police say he was not wearing his seat belt.

The bus was carrying 18 airline passengers, 12 were taken to nearby hospitals.

Their flight from Salt Lake City had been diverted into Syracuse.

They were heading to Newark by bus.

The accident woke up one man, who saw the aftermath.

"I run down the hill and I see a bus over in the ditch where he ran through a concrete wall and I'm looking at all those people running up the road hollering and screaming," says eyewitness Woody Slaughter.

Police are looking for a cause of the accident.
