The City will receive 2.4 million dollars in Community Development Block Grant money.
As was the case last week, debate tonight stemmed over just a few items on the spending plan.
370-thousand dollars was proposed to go to the Binghamton Local Development Corporation, or BLDC.
The BLDC is a loan program to help spur economic development.
Monday night, council voted to take 100-thousand of that, and use it towards infrastructure.
A highly debated 19-thousand dollars will still go to Catholic Charities for senior transportation.
Some Council members argued Catholic Charities is a multi-million dollar non-profit, and shouldn't be coming to the city for financial help.
