Vestal, NY (WBNG Binghamton) A proposed rehab facility will not be coming to Vestal.

A public hearing on the site plan was held Thursday before the town's zoning board

Candlehouse Teen Challenge wanted to relocate its faith based drug and alcohol treatment center from Owego to a residential area.

The organization says the occupancy of the property will be utilized by a "functional equivalent of a family."

The homeowner next door to the proposed site says her family would no longer feel safe if the organization were to move in.

"We don't know these people. They're transient people. They come and go every couple of years, a year and half or whatever. And I just feel that doesn't belong near my kids school or my kids," said Patty Kelley of Vestal.

Candlehouse filed two previous applications to use the building as a church and then as a family residence.

Those requests were also rejected.
