Elmira Drug Raid "OPERATION CRACK HAMMER"

At approximately 6:30 am today Officers from the Elmira Police Department, Chemung County Drug Enforcement Unit, the New York State Police Community Narcotics Enforcement Team, the NYSP Gun Investigation Unit, the NYSP Mobile Response Team, NYSP Uniformed Personnel, the Drug Enforcement Administration; members of the United States District Attorney’s Office, Chemung County District Attorney’s Office along with the Elmira Police Department SWAT Team served 7 search warrants and several arrest warrants at various locations throughout the City of Elmira.

This investigation, named “Operation Crack Hammer,” is the culmination of an investigation by the Chemung County Drug Enforcement Unit which began in November of 2006. The investigation focused on the cocaine and marihuana trade in the City of Elmira. As the investigation developed, it became clear that the individuals arrested today, and as well as others, comprised a loose-knit organization for the distribution of cocaine and marihuana within the City of Elmira and throughout the Southern Tier. This organization had ties to dealers in New York City who provided the majority of the drugs sold by this group.
This thirteen month investigation involved hundreds of hours of manpower and with its culmination should have a significant positive impact on the quality of life within the City of Elmira and surrounding communities.

Operation Crack Hammer involved over one hundred officers, investigators and special agents who executed search warrants and served arrest warrants at the following locations within the City of Elmira:
311 Lormore Street-458 Livingston Street-408 Lake Street-311 Grove Street-1314 Lake Street-600 West Clinton Street-1398 Davis Street-405 Walnut Street-1358 Davis Street.

As the result of the execution of search warrants at these locations quantities of cocaine, marihuana and weapons were seized. Other quantities of cocaine and weapons were seized at earlier stages of the investigation.

The following are the subject of a federal complaint charging narcotics and weapons offenses stemming from this investigation:
