Owego Fugitive Arrested

Binghamton, NY (WBNG Binghamton) The United States Marshals Regional Fugitive Task Force has arrested Joel R Rought age 28 of Owego on several warrants stemming from investigations conducted by the Broome County Sheriffs Office.

Rought had been on the run since a domestic incident that occurred on March 8, 2010. He is charged in relation to this incident with Criminal Contempt a felony for violating an order of protection and Aggravated Harassment a misdemeanor.

Rought is also a level 1 sex offender and he is charged with Fail Register a Change of Address a felony. During the March 8, 2010 investigation it was determined that Rought had in fact had not been living at an Endicott address he had reported to the State of New York.

Rought was taken into custody at a girlfriend’s residence in Owego on May 10, 2010. He was arraigned in the Town of Union Court and remanded to the Broome County Sheriffs Correctional Facility without bail.

The United States Marshals Regional Fugitive Task Force is made up of officers from the United States Marshals Service, Broome County Sheriffs Office, Binghamton Police Department, New York State Police and New York State Division of Parole.
