Vestal, NY (WBNG Binghamton) The Town of Vestal is taking a new approach as it begins budgeting for 2013.

The Town Board begins its budget work sessions on Monday evening. The fire, highway and library departments are scheduled to go before the Board with a tentative budget.

The highway department is the largest in Vestal with the most employees.

This year, Supervisor John Schaffer is doing the budget a different way. It's called zero based budgeting.

"We're going to start at zero and build it up. It's not a popular type of budget in municipalities right now but it's catching on real quick," said John Schaffer (D), Town of Vestal Supervisor, "I think it'll be good for the Town and it's going to hold our costs down. If the people want all the extra frills we offer here then we're going to have to add after we do our tentative zero based budget."

Schaffer says the Town Board will meet three times a week for the next few weeks. The tentative budget is due to be filed September 28.

A final budget is set to be filed in November.
