(WBNG Binghamton) Delaware County declared a county wide State of Emergency.

The West Branch of the Delaware is expected to crest above flood stage overnight.
The Walton Fire Department will be canvassing low lying areas recommending evacuation. If asked comply it is strongly recommended to do so.
There are two Red Cross shelters in the Village of Walton: The High School at 47-49 Stockton Avenue and the United Presbyterian Church at the corner of North and East Streets. The High School will be used until the River cuts off access, persons should then seek shelter at the Church.
NYSEG will be turning off all power for safety purposes.

Evacuations are taking place in Fleischmanns in eastern Delaware County.
The National Weather Service reports National Guard helicopters are rescuing people from rooftops.
Delaware County Emergency Services said multiple swift water rescue unites were dispatched to the area to assist.
The National Weather Service reports around 40 homes were surrounded by rapidly rising water. People are advised to move to the second floor of their home.
The State of Emergency declaration states all travel is restricted to emergency personnel and essential employees.
A shelter is now open at Bellayre Mountain Resort.
