Vestal, NY (WBNG Binghamton) There are mandatory and voluntary evacuations in place across the Southern Tier right now.

The Red Cross has set up shelters that will be availability until they are no longer needed.

Hundreds of people have made their way by bus or by car here to the BU events center.

Most of them are over 60, according to the Red Cross.

There are only 40 cots, and closed roads are preventing additional deliveries.

There is enough food, they've brought blankets, pillows and whatever they will need to make it through the night.

Officials started setting up the shelter this afternoon as water continued to rise.

Many people that are here right now were evacuated from the YMCA and the YWCA in the City of Binghamton.

But there are others that continue to trickle in and hope to trickle out soon.

The BU events center is not a shelter where you can bring in pets. You have to leave them at home or in your car.

For some this is a very familiar scene.

During the floods of 2006 about 2000 thousand people headed to the BU events center.
