Vestal, NY (WBNG Binghamton) Vestal's tentative town budget is set to be submitted on Friday, and as one might imagine the 2011 flood has created some complications.
They'll be using a zero-based budget meaning they'll be explaining every item they have to buy.
Town supervisor John Schaffer said if there is an increase in the budget, they'll try to keep it as low as possible.
"We had to learn how to quit spending. When you spend more than you make, you can't do that. Just like in everyday life. And we have to get our department heads to think that way. And we're working on it. The board is working really hard," said Schaffer.
One of the obstacles making this difficult is the 2 percent property tax levy cap along with the fact that the county refuses to go to a 50/50 split in its sales tax, which would bring more dollars to municipalities.
