Elmira, NY (WBNG Binghamton) Bagged leaves, grass, and other yard waste information for the City of Elmira.

BAGGED LEAF PICKUP DISCONTINUED:
It is now a state violation for most landfills in New York to accept yard waste, including bagged leaves and grass. The Chemung County Landfill is subject to New York State Department of Environmental Conservation (NYSDEC) fines and penalties for accepting this material. A waste hauler may be fined by the landfill and/or have their contract suspended. Because of this NYSDEC decision, the City of Elmira can no longer pickup bagged yard waste, and will leave it at the curb.
OPTIONS:

1) CITY OF ELMIRA COMPOST PROGRAM:
a) The compost facility is located at the City Yards, Department of Public Works, south staging area.
b) The requirement for the free permit has been suspended; residents are asked to show a driver’s license upon request when dropping off material.
c) Please note: bags can’t be left at the site.
d) Hours for leaf drop-off are 8:00 a.m. to 3:00 p.m., Monday through Friday, except Holidays.
e) Extended drop-off hours have been instituted on Thursdays until 6pm through December 9.
f) Commercial contractor’s leaves cannot be dropped at the facility.

2) RESIDENTIAL COMPOSTING:
a) Homeowners can compost yard waste on-site. For more information, please see the following links:

3) DIAL-A-TRUCK:
a) This program allows City residents to pay a $30 fee to have a City 6-wheel dump truck delivered to the front of their house. Residents can fill the truck’s bed with yard waste; the City will pick up the waste and compost the material.

4) BULK LEAF PICKUP:
a) Residents can rake their leaves to the curb (but not in the street) from October 24 to December 9.
b) City crews will pick up the bulk leaves and compost them at the City’s facility.
