Action News asked the city assessors office about the landlords claims.

Binghamton assessed 452 properties this year.

The landlords believe Binghamton is unfairly targeting units rented to college students.

City Assessor Scott Snyder says when you look at the numbers, it's just not true.

"I believe that again, ballpark that 10 to 15 percent, maybe 45 to 60 (properties). Now of those a majority were sales."

Snyder says tax assessment is based on additions, demolitions, and sale of property.

Any owner can file a grievance if they think their assessment is too high.
