Flash flooding disrupts lives and travel in Delaware County.

The towns of Colchester, Andes, and Middletown are in a State of Emergency.

For those in the area, the devastation is Deja Vu.

Front lawns look like fields of gravel on in the Town of Colchester.

Water continues to run right outside front doors of many homes.

"It was a raging river. Yesterday it was a raging river. The noise, the water and the rocks hitting each other. ." said Josephine Banks of Colchester.

"Here in Colchester, off Cat Hollow Road, this path of rocks, dirt and debris was a driveway prior to flood water ripping through this yard. You can see this car sits immovable surround by piles of rocks," said Action News reporter Erik Burling.

Josephine Banks says a nearby stream broke its bank, and raced directly through her property.

Destroying the work she's done to rebuild since the 2007 flash flood disaster.

"Well there was grass growing. We had been putting it back since the flood last year. There was a driveway here, and I had planted grass seed, and flowers. We leveled it and had a the pool. You could ride it in a riding lawn mower," said Josephine Banks of Colchester.

The water took its toll on Cat Hollow and dozens of other roads.

Here it eroded the shoulder and ripped asphalt from the ground.

Trucks, equipment, and work crews arrived one after the other.

"It's always a slow response the first 48 hours. It's always difficult, but we do have our requests out. Things are starting to arrive, things are starting to get accomplished," said Erik Johnson, Assistant Fire Chief of the Downsville Fire Department.

Work that is starting over for crews who will restore Cat Hollow for the second year in row.

Cat Hollow Road is also known as County Highway 7.

It will be closed for two weeks as crews work to repair a bridge.

The State of Emergency for the Towns of Colchester, Andes and Middletown will continue through the weekend.
