State Commissioner Richard Mills met with students in an international baccalaureate class at Binghamton High School.
Binghamton is on a list of schools in need of improvement.
One cause for concern is the 4-year graduation rate of just 69-percent.
Mills addressed the issue and says it's a matter of keeping students engaged. That includes offering career-oriented classes and reaching out to students with special needs.
"The whole idea is every kid needs to graduate and graduate with the skills for work, for further education, for further citizenship...without exception," said Mills.
During the school year, Mills makes a series of visits to New York schools.
