A select group is the first to use new voting machines.

The ballot marking device is only available to people with disabilities for the primary.

They can complete a paper ballot independently and privately.

It has a touch screen, braille-enhanced key pad with audio options, and a rocker paddle.

In 2009, everyone will use this technology to vote.

"In November you'll still see the lever machines as well as the ballot marking device for the disabled and then the next year the lever machines will be gone and we'll only be using the ballot marking device," says Mary Pines, Deputy Elections Commissioner.

New York State is the last to comply with the Federal Help America Vote Act.

It required each state to upgrade its voting systems.
