A healthier, more energized New York.

David Paterson gives his first state of the state address since becoming Governor.

Action News is Live in Albany tonight with reaction from your lawmakers.

But reporter Gabe Osterhout begins our coverage with an outline of the Governor's main goals.

Governor David Paterson says New York needs to confront it's financial crisis head on.

One idea to help everyone save money involves energy.

Paterson's pushing the goal to make sure 45 percent of New York's electricity needs are met through the use of more efficient, clean, renewable energy by 2015.

The plan would reduce air pollution and create an estimated 50,000 jobs.

"This program will be of assistance to us, not only because it will meet our energy needs but it'll revitalize our economy and also protect our environment," says Paterson.

Paterson also wants to fight childhood obesity.

New York spends 6.1 billion dollars each year to treat obesity related health problems.

"We want to ban trans fats from restaurants. We want to make sure that restaurants that are chain restaurants like cholesterol counts on their doors . We want to ban junk foods from school and yes, we want to put a sugar tax on sodas," Paterson says.

Paterson also wants to make sure more New Yorkers have health insurance.

1 in 3 people between the ages of 19 and 29 don't have health insurance.

He will propose legislation to let family members to include those younger adults on their health policies, at their own expense.

"We may need to strategically remove the barriers so that every New Yorker that is eligible for public health benefits will receive them," Paterson says.

Paterson says he wants to rebuild a New York that maintains hope for the future, a vibrant economy, and one which we all want to live in.

Patterson also outlined a plan to provide 350 million dollars in affordable loans for college students.

He also spoke about the need of more community service, to help those struggling in this economy.

He encourages people to visit the website newyorkersvolunteer.org to see what they can do.

And, he announced the expansion of Operation Impact to all major upstate cities to help fight crime.

Action News reporter Erik Burling spoke to state senate and assembly lawmakers.

Cold rain is falling outside the Capitol Building here in Albany.

But, it was inside the building that Governor Paterson said current economic conditions facing the state are just as cold.

The applause that welcomed Governor Paterson turned silent as he pitched his plan to revitalize to revitalize New York.

Paterson believes energy is the new global rate of exchange.

And the state can tap into green technology to assemble a new work force, creating much needed New York jobs.

Some local leaders think now is the time for such initiatives.

Others say the state need to eliminate existing problems that have been nagging New York for years.

"In some ways, it's a golden opportunity for us to address some of the inefficiencies and some of the mandates that have piled up over the years. And maybe this will force us to really reexamine the way government is performed," said Democratic Assemblywoman Donna Lupardo.

"Our taxes are too high, property taxes are chocking us," Said Republican Senator Thomas Libous.

"We've got to create job and job opportunities, so people will stay in the area. Those are the most important things. He did touch on them, I hope as we move forward this year, we can get the incentives to create those job opportunities."

"Reinvesting in the Upstate economy, and that's the that we need to hear about. You can't just cut all of the funding and reinvest in opportunities that could for manufacturing, he talked about bringing manufacturing back into the state, he talked about possible incentives," said Republican Aseemblyman Clifford Crouch.

Governor Paterson is planning a town hall tour of the state.

A tentative date of February 4th has been set for his stop in Binghamton.
