A vote-by-vote count is taking place for races too close to call in Broome County.

The Binghamton mayor's race and Johnson City dissolution vote are undecided.

As Action News reporter Reed Buterbaugh shows us, the Board of Elections is also being closely watched as it looks at every ballot marked on election night.

Twenty inspectors wrapped around tables.

Ten from each side of the issue to dissolve the village of Johnson City into the Town of Union.

Tensions flared during the first hand recount in county history.

Both the Johnson City's dissolution vote and the Binghamton mayoral race were within one percent, forcing a mandatory hand recount.

"The people are cooperative and we'll be able to see the ballot," said Bill Klish, Chairman of the Dissolution Committee. "See that there were actually markings that match up with the totals from the canvass recount."

"It's a very tedious process but you've got a lot eyeballs on every ballot to make sure everything is getting recorded correctly," said Bernie Sheredy of Johnson City.

Sheredy is for saving the village.

Election officials are going through stacks of ballots making sure that what went into the machine matches up. Then they'll hash mark on tally sheets, all to make sure things get properly counted.

"We've set up a procedure that is set up to catch errors," said Democratic Elections Commissioner John Perticone. "There are going to be errors and I think we've done pretty well so far."

The board doesn't expect the hand recount to change the results much.

Inspectors examine the ballots checking for any markings the voting machines may have missed.

If there's any disagreement between the two sides board of elections commissioners give a ruling.

"The objecting party, if they disagree with our ruling, can then go to court later on," Perticone said.

Several objections were filed.

The board will release its recount results Wednesday.

The Board of Elections will complete the Binghamton recount Wednesday, then move on to Vestal.

If for some reason it can not finish either one Wednesday, those hand recounts would be put on hold until Friday.

The board is already set to count absentee and affidavit ballots Thursday.
