Binghamton, NY (WBNG Binghamton) Work is progressing on the new memorial to the 13 victims of the American Civic Association shootings.

Assembly of the ACA Memorial Park is taking place at the corner of Front and Clinton streets in Binghamton.

Glass artist Milton Townsend and his team are placing the sculpted birds that are part of the monument.

"It has 13 bird spirit forms which are cast in glass and internally illuminated with LED's so that they illuminate - they cast light instead of shadow. They represent the ascension of the spirits, the souls if you will of the people who were slain.

In April 2009 a gunman entered the The American Civic Association on Front Street in Binghamton.

He shot and killed 13 people and killed himself.

At the center of the memorial is a broken pillar with the word peace in the eight different native languages of the 13 victims.
