Arrest made after officer struck in hit-and-run

Binghamton, NY (WBNG Binghamton) Police announced an arrest after a car hit an officer and fled the scene in downtown Binghamton early Monday morning.

City spokesman Kyle Seeley said a car hit Binghamton Police Capt. John Chapman while he was crossing at the intersection of North Shore Drive and Washington Street.

Police arrested 28-year-old Terence J. Meehan of Binghamton for leaving the scene of a personal injury accident, a misdemeanor, and driving an unregistered motor vehicle, a violation.

Witnesses told police they saw a black pickup truck turn left on Washington and hit Chapman in the crosswalk.

Chapman was taken Wilson Hospital for non-life threatening injuries.

Meehan could face up to a year in jail for the misdemeanor.

He was arraigned in Binghamton City Court and taken to the Broome County Jail.

Police investigators were taking pictures and collecting evidence Monday morning where to the two streets meet.

The Memorial Bridge and the surrounding area were blocked off.

New York State Police responded with an accident reconstruction team.

Chapman worked in the administration department for the Binghamton Police.

He has served the department for more than 20 years.
