Broome County Arrests 12 on Welfare Fraud Charges

(WBNG Binghamton) Broome County Executive Debbie Preston on Thursday announced Broome County has arrested 12 more people on Welfare Fraud charges.

According to a news release:

The arrests total in $52,894.72 in benefits they were not entitled to.

The latest arrests follow $5.8 million in Welfare Fraud Cost Avoidance previously announced by Preston last year, as well as:

 $10,000 in Welfare Fraud detected in January 2012;
 $35,000 in in May 2012;
 $41,000 in July 2012; and
 $65,000 in September 2012.

“I’ve made it clear since day one that Broome County is rooting out abuses and fraud in government,” said Preston. “These services should be available for those who truly need them; not those who seek to cheat the system. We detected a lot of fraud in 2012, and in 2013 we will continue to arrest and prosecute those who break the law.”

“When the Department of Social Services suspects fraud, we work closely with the Broome County Security Fraud Unit,” said Social Services Commissioner Art Johnson. “We will continue carefully screening all requests and making necessary referrals to the Fraud Unit for further investigation.”

“The County Executive has made it clear that busting Welfare Fraud is a top priority,” said Security Director James Dadamio. “As long as fraud continues in Broome County, we will conduct investigations and make arrests.”

Specific arrests include:

Shari Wilson, age 54 of Binghamton. Allegedly received $953.00 in Food Stamp benefits not entitled to during December 2011 to April 2012 due to receiving duplicate benefits from different states. Charged with Welfare Fraud 5th and Offering a False Instrument for Filing, both felonies.

Shelly Hicks, age 46 of Endicott. Allegedly received $679.00 in Public Assistance benefits not entitled to during January 2012 to February 2012 due to untimely reporting of income. Charged with Welfare Fraud SSL 145, a misdemeanor.

Jordi Glover, age 33 of Binghamton. Allegedly received $1,240.00 in Daycare benefits not entitled to during July 2011 due to using daycare while no longer employed. Charged with Welfare Fraud SSL 145, a misdemeanor.

Jaclyn Michalski, age 25 of Binghamton. Allegedly received $2,032.00 in Public Assistance benefits not entitled to during January 2012 to April 2012 due to failing to report accurate household composition. Charged with Welfare Fraud 4th and Offering a False Instrument for Filing, both felonies.

Audra Bey-Smith, age 41 of Endicott. Allegedly submitted a forged medical form to avoid Welfare to Work activities eff. December 2011. Charged with Forgery 2nd, a felony.

Aliza Thomas, age 31 of Binghamton. Allegedly received $3,688.00 in Food Stamp benefits not entitled to during December 2010 to January 2012 due to failing to report employment of a household member. Charged with Welfare Fraud 3rd and Offering a False Instrument for Filing, both felonies.

Linda Berthiaume, age 56 of Binghamton. Allegedly received $9,109.00 in Food Stamps not entitled to during September 2008 to April 2009 and January 2010 to October 2011 due to failing to report accurate household composition and income for household member. Charged with Charged with Welfare Fraud 3rd and Offering a False Instrument for Filing, both felonies.

Isabel McPherson, age 46 Endicott. Allegedly received $11,559.50 in Daycare benefits not entitled to during March 2011 to March 2012 due to inaccurate billing for Daycare benefits. Charged with Grand Larceny 3rd, a felony.

Katina Lewis, age 40 of Apalachin. Allegedly received $8969.00 in Public Assistance not entitled to during November 2010 to January 2012 due to failing to report accurate household composition and employment of a household member. Charged with Welfare Fraud 3rd and Offering a False Instrument for Filing, both felonies.

Karen Sobon, age 43 of Castle Creek. Allegedly received $3,820.00 in Public Assistance and Food Stamp benefits not entitled to during November 2011 to May 2012 due to failing to report an available resource and income. Charged with Welfare Fraud 3rd and Offering a False Instrument for Filing, both felonies.

Christine Rick, age 23 of Windsor. Allegedly received $4,525.00 in Daycare benefits not entitled to during February 2012 to July 2012 due to failing to report accurate household composition. Charged with Charged with Welfare Fraud 3rd and Offering a False Instrument for Filing, both felonies.

Ibelyn Disla, age 31 of Binghamton. Allegedly received $6,320.22 in Public Assistance, Food Stamps and Daycare benefits not entitled to during November 2008 to May 2012 due to failing to report income and misusing Daycare. Charged with Charged with Welfare Fraud 3rd and Offering a False Instrument for Filing, both felonies.
