Four arrested for forcing children, dogs to live in filth

North Norwich, NY (WBNG Binghamton) Four people were arrested in North Norwich after forcing their children and several dogs to live in filth, according to the Chenango County Sheriff's Office.

Deputies were called Sunday to the Valley View Trailer Park in the Town of North Norwich to investigate calls about child and animal abuse.

Deputies and members of other social service agencies found six children -- ages 9 to 17 -- and several dogs living in unsanitary conditions.

Arrested were Norman Hebert, 39, Barbara Hebert, 37, and Norman Fuller and Stacy Cox, both 40, of Norwich.

Each is charged with six counts of endangering the welfare of a child and an undisclosed number of counts of cruelty to animals.

All of the six children were removed and are staying with family members.

The dogs were taken to a shelter. The trailer has been condemned.
