Johnson City, NY (WBNG Binghamton) Johnson City mayoral candidate Barrett Esworthy is voicing his concerns over rundown properties on the village's south side.
The Democrat candidate's plan to tackle blight in Johnson City comes in three parts. First Esworthy said he wants to create a rental unit registration program that requires code inspection every time a tenant moves in or out.
Esworthy said a tax incentive program is needed for certain areas of Johnson City so homeowners can focus on fixing up their properties.
"And during that time the saved money must be spent," Esworthy said, "It wouldn't have to be documented through the village of Johnson City offices. The money would have to be spent just to exterior repairs to the property, essentially give the property a face lift and make sure the property values in the neighborhood could remain constant and hopefully rise."
He also wants to address college students who have fled the area and make rental properties more attractive for them.
Esworthy said his long-term vision includes tearing down dilapidated buildings in the village to make way for newer development.
