Binghamton, NY (WBNG Binghamton) It might be just a penny, but the price of a stamp is set to increase again.

By the end of the month, the price will rise from 45 cents to 46 cents.

It might be a penny for the average mailer, but it could be big money for business owners.

Nearly 30 people attended a seminar at the Binghamton post office to discuss changes the U.S. Postal Service is making, and ways they can save money. Representatives of the USPS say it's no secret that times are tough.

They say they'd like to change some of their polices and practices in order to save money. But that decision is out of their hands.

"The postal service can't just change its own rules," said Natalie Dolan, USPS Customer Relations Coordinator. "We're bound by Congress and their legislation is what makes our rules so yes we'd like to make changes but we can do it until Congress votes them in."

The price to mail a postcard will also be going up from 32 cents to 33 cents.

The changes take effect Jan. 27.
