Vestal, NY (WBNG Binghamton) Broome County is one of several counties across the state that are petitioning Governor Cuomo to implement Quality Stars New York.

It is a quality rating and improvement system for early childhood care and learning programs.

Community members held a rally today at The Jewish Community Center Early Childhood Center in Vestal.

They say the star rating system promotes quality childhood care.

They argue educating kids earlier will help save costs in education later down the road.

"Quality education programs also return $7 in savings for every dollar invested by reducing the cost for remedial education, health care, welfare, unemployment and incarceration," said Lea Webb (D) Binghamton City Council.

They say 85 percent of intellect, personality and social skills are already developed by age five.

The Quality Stars system already evaluates early learning programs and childcare in thirty states.
