Binghamton, NY (WBNG Binghamton) Two people are arrested in Binghamton for possessing stolen jewelry and drugs. The Broome County Sheriff's Office responded Thursday to 27 Tompkins St., Apt. 7 in the city of Binghamton. Joshua Kramer, 23, and Harlee Skinner, 21, were found inside the apartment. Detectives took the two into custody for previously possessing stolen jewelry from a Town of Union second-hand jewelry store. The sheriff's office says the recovered jewelry was stolen during a burglary of a Town of Nanticoke residence. During the investigation, detectives also found drug paraphernalia in the apartment. After serving a search warrant, detectives found seven glassine envelopes with what was believed to be heroin and ingredients and equipment for making methamphetamine. The New York State Police Contaminated Crime Scene Emergency Response Team and the Broome County Special Investigations Unit Task Force assisted at the scene. Both Kramer and Skinner were arraigned in the Town of Union Court and remanded to the Broome County Jail. Kramer and Skinner are charged with criminal possession of stolen property in the fifth degree, a class A misdemeanor, manufacture of methamphetamine in the third degree, a class D felony, criminal possession of a controlled substance in the seventh degree, a class A misdemeanor, criminally using drug paraphernalia in the second degree, a class A misdemeanor. Kramer was also wanted on an active warrant.
