Police say Wong legally owned the two handguns he used in Friday's deadly shooting.

Since the massacre, Wong's mental welfare has been questioned.

And controversy has circled whether Wong should have been able to possess guns.

Action News Reporter Samantha Augeri takes a closer look at the New York State Gun laws.

Jiverly Wong was issued his pistol permit in 1997.

"When I did the background check back in 97 everything seemed to be okay on him. His references said he was a good person. There was nothing there negative," said Broome County Sheriff David Harder.

To get a permit, you must submit an application.

It asks questions like whether you've ever been arrested, if you've undergone treatment for alcohol or drug abuse or if you've ever been denied a pistol license before.

It also asks for at least four references.

Harder says Wong's application met the standards.

"Saw no reason not to give him a permit."

Pistol permits also have to be updated every 10 years.

Making sure addresses, where you work and your picture are all current.

Wong's was up to date.

"I think New York State is a very strict state. I think the rules we have are sufficient."

Since the Virginia Tech tragedy, there has been a push to expand background checks.

Making sure an applicants mental health history is looked at.

"We voted on a bill just last year to make sure that mental health records can be part of background checks because obviously people with grave mental illness should not have access to weapons<' said US Senator Kirsten Gillibrand.

Wong went through a mental health review as part of his background check in 1997, when he first got his permit.

But gun owners are not subjected to another when updating their permits.

US Senator Charles Schumer was asked at an earlier press briefing whether New York gun laws need to be revisited.

"I think we need to get all of the evidence before we can make any conclusion there," said Schumer.

Police say Wong used a 9 millimeter and a .45-caliber handgun in the shooting spree.
