The march did not come without controversy.

A family of one victim was upset that the gunman, Jiverly Wong, was also commemorated.

A bell sounded 14 times.

And 14 tulips were planted in Confluence Park.

The family of Maria Zobniw says the service should have recognized just the 13 victims and their families.

"They feel hurt that no one considered their feelings on that particular issue. I know their religious leaders spoke about forgiveness but I don't think you can force forgiveness so quickly on families. Let them forgive on their own time," said Lubomyr Chabursky, a family representative.

One organizer of the memorial march acknowledges that mistakes were made.

But says this was a community event, and not specifically for families of the victims.
