Albany, NY (WBNG Binghamton) New York education leaders say test scores from this year's state and national testing show a need for improvement.

The state Board of Regents released the grade 3 through 8 math and english test results.

New standards were set this year based on results on the National Assessment of Education Progress exam.

That has raised the bar on what is considered proficient..

"A system where proficiency means you have even odds of graduating and will probably need remedial education before your freshman year of college is not a victory," says Board of Regents Chancellor Merryl Tisch.

Across Grades 3-8 statewide, 53% of students in English and 61% in Math, met or exceeded the new Proficiency standards this year.

Last year those numbers were at 77% and 86%.

The Board of Regents says it helps no one to call a child proficient in a subject, when they are not.
