New York State's roads rank 46 in the nation for performance and cost effectiveness.
The Reason Foundation's 19th Annual Highway Report released the rankings Thursday.
The study grades highways and state-controlled roads in 11 categories, including congestion, pavement condition, deficient bridges and fatalities.
New York's best rating is for number of fatalities. It ranks 6 for having relatively few.
The Empire State's other numbers aren't so impressive. It's 47 for deficient bridges, 30 for urban interstates and 45 for total highway disbursements.
