NY Rising: 'It's not if, but when...'

Vestal, NY (WBNG Binghamton) It's been two years since Hurricane Irene and Tropical Storm Lee hit the Southern Tier. Its extreme impacts left many still recovering.

Gov. Andrew Cuomo Tuesday visited Binghamton University to stress the importance of the New York Rising Community Reconstruction Program.

It focuses on local communities hit by these storms and how they can rebuild stronger.

Cuomo said it's likely the Southern Tier will be flooded again, and so local leaders and their communities need to be prepared. They also need to tell the state how it can help.

"It's different from town to town and rather than have the state government sit there in Albany and tell people what to do, we're asking rather than telling," Cuomo said.

Broome County is eligible for more than $15.5 million of CDBG Disaster Relief Money.

Once a plan is accepted by the state, the communities could see funding in as few as six months.
