Owego, NY (WBNG Binghamton) The Owego school district is in the early phases of planning to build a new elementary school.
The old elementary school was damaged in the 2011 flood and officials say it was damaged beyond repair.
The plan is to build an entirely new school in the same location as the current school.
Superintendent Bill Russell says it makes the most financial sense to build an entirely new building.
"That building was significantly damaged in ways that would be very costly to repair. You have serious mold problems, you have serious problems of heavily contaminated flood water that was in the building," said Russell.
In order to get funding from FEMA, the new building must be flood proof.
They will build the new school on a foundation 48 inches higher than the last school, which will put the school about two feet above the water level during the 2011 flood.
