Binghamton, NY (WBNG Binghamton) It's a matter of $330,000 that's causing a split between Mayor Matt Ryan and the city council.

The money is from sales tax revenue and it's more than the council expected to receive from the county.

Mayor Ryan wants to use some of that money to restore cuts that have been made such as restoring a code enforcement position and providing cell phones for code officials.

Some of the council disagrees saying it should all go towards lowering the proposed property tax rate below the 7.2 percent cap.

"It's going to bring it down probably lower than 7 percent I'm hoping. And there was some controversy last night, really it's the first controversy that we've had in the four weeks of deliberation," said Joseph Mihalko.

There will be a public hearing on the budget on Monday, October 22.
