Johnson City, NY (WBNG Binghamton) As usual safety was the main concern for parents and for law enforcement regarding trick-or-treaters.

If trick or treaters were young enough they were probably collecting candy with their parents.

Police wanted people to stay in lighted areas as much as possible.

Also, for children getting back home, police remind parents check the candy before they eat it.

"This year we got impacted by Sandy. So I'm keeping my son warm over here, bundling him up, you know, trying to keep him safe by my side," said Heavan Roman of Binghamton.

The cold weather yielded fewer trick-or-treaters this year.

Some felt that because of hurricane Sandy that many people thought trick or treating wouldn't be happening.
