Owego, NY (WBNG Binghamton) A seat left vacant on the Tioga County Legislature due to illegal gambling has been filled.
The legislature appointed Raymond P. Case as the new representative for the Village of Waverly.
Case is replacing Andrew Quinlan who was convicted on several gambling charges in June.
Case thinks consolidation between local governments is the key to saving money and prosperity in the Southern Tier.
"I think we need to begin to look and see if there's ways different governmental jurisdictions can work together and maybe get some cross savings and more efficient government," said Case.
He added that he has been a public servant his whole life and has always had an interest in government.
His experience includes service as the Health and Human Services Commissioner for the Department of Social Services.
