(WBNG Binghamton) Waters are rising in both Johnson City and Nichols.
It may be here one minute -- and washed away two hours later. That's the nature of flash flooding.
Rivers are not yet the primary focus but the creeks and streams which lead to them.
Rt. 282 heading out of Nichols to Towanda is flooded over. There are large logs in the middle of the roadway.
Action News was headed to Rome, PA for some reports we received about evacuations, but we couldn't get there.
