Owego, NY (WBNG Binghamton) The only way through downtown Owego right now might be by boat.
A national guard helicopter hovered above the village in Tioga County in an apparent search and rescue mode.
The view from Evergreen Cemetery shows how much flood waters inundated the center of town. But, the Susquehanna was not at the level of the Court Street Bridge this evening.
Roads in and out are closed or too dangerous to drive through.
Action News spoke to people who still have the Flood of 2006 fresh in their minds as well.
"I'm afraid what's going to happen in the next week, month, year and hope we can bounce back," Kathy Sickler from Owego says.
"Crazy Man. I've never seen water come up that fast ever. You could mark the ground like this with a foot where water was and it would be up another foot within 3 minutes," Danny Hall of Owego says.
Danny said he had driven his truck up and down Route 96 as the waters quickly crossed.
He was helping to ferry people back and forth.
Kathy says she just hopes FEMA will help.
Governor Andrew Cuomo said earlier Thursday he would make the necessary requests for federal aid.
