North Norwich, NY (WBNG Binghamton) An animal cruelty call leads the Chenango County Sheriff's Office to two trailers where six children have been living in filth.
The children -- ages 9 to 17 -- and several animals were removed from the homes at Valley View Trailer Park in North Norwich, where investigators said the floors were covered with human and animal feces.
Investigators also found both trailers did not have running water nor enough beds for everyone living there. Some of the children were found without clothes.
"Seeing the condition that both the animals and children were in, we acted right away. We contacted animal rescue, DSS," said Chenango County Sheriff Ernest Cutting, Jr.
The trailers have been condemned.
The sheriff's office arrested Norman Hebert, 39, Barbara Hebert, 37, and Norman Fuller and Stacy Cox, both 40, of Norwich.
Each is charged with six counts of endangering the welfare of a child and cruelty to animals.
Cutting said those arrested were parents to the six children.
Child Protective Services sent the children to stay with other family members.
The dogs were taken to a shelter.
