Mayor David: Town & Country, 20 code violations

Binghamton, NY (WBNG Binghamton) Town & Country Apartments have 20 code violations, according to Binghamton Mayor Rich David's office.

Mayor David said the complex is missing fire extinguishers and smoke detectors.

"We have reached out to the property owner and at this point in time, he is unwilling to meet with us," said David. "We will work with his attorney and representative to address these problems head on."

The city's code enforcement department also found emergency lighting that doesn't work and broken exit lights in several areas.

In an email, Town & Country Apartments owner Jesse Bailey said these were "minor issues."

Binghamton's Building Construction, Zoning, & Code Enforcement Supervisor Thomas Costello said there is no such thing as a minor issue when regarding someone's safety.

"Code is designed as a law to help reach compliance. It's not about punishing people," said Costello. "It's about creating safety."

The city is mailing the list of corrections to be made to the complex's management team.

Once they get it, they have 30 days to make the fixes.

In an email, Town and Country Apartments owner Jesse Bailey said Binghamton Police and the mayor's office are on a "witch hunt" against him.

"No. Really what we're doing is, we're doing a thorough ongoing review," said David. "We're obviously very concerned about the types of activities that have been taking place at this facility over the course of the last six years."

Action News asked the mayor why it took a 19-year-old to be shot and killed before this thorough investigation was done by the city.

He said that's a question for the previous mayoral administration.

David said other apartment complexes in similar size to Town & Country will be inspected as well over the course of the next several months.
