As the river waters begin to crest around the area, we get a good look at the flood's devastation from a bird's eye view.
We can see from up high that water has reached the very edge of the bridge into town. From there water has covered most of the town, destroying businesses along the edge of the river.
But the devastation carries further. In town we see the supermarket and other shops completely under water.
To this point we haven't been able to reach Owego by car, since highways surrounding the town are still under water, in many cases forcing cars or tractor trailers to be abandoned on the side of the highway.
