why many streets haven't been plowed

Snow Stuck

At 3:00 PM a snowplow finally made it to Helen St. on the west side. Once considered a main conduit from Main St. to Riverside Dr., not to mention a major bus route, Helen St. is off the map when it snows. This plow got stuck no fewer that 4 times within a 50 foot span of Helen St., and was finally rescued for the last time by a front end loader and a chain. Of course, this all occurred as the plow went up the ODD side of the street, where cars were parked per the alternate side rules. I foolishly thought it should have plowing the EVEN side so cars could be moved at 5:00. Since this plow was rescued, none have been sighted since. The streets of Binghamton are a disgrace compared to JC just down the road. Why???
